California's barber license requires the same 1,000 hours of training as cosmetology, and — like cosmetology and esthetics — its licensing exam has been written-only since January 1, 2022. There is no hands-on examination: one 95-question paper at a PSI test center, built to the Board's April 2026 content outline, decides licensure. That's the single most important thing to know going into barber licensing in California.
Barbering in California is regulated by the Board of Barbering and Cosmetology (BBC), part of the California Department of Consumer Affairs. The BBC oversees applications, approves schools, and contracts with PSI Services to administer the written examination. This guide covers who qualifies, what both exams look like, fees and timelines, and what your license lets you do once you're working.
The basics: who qualifies
To apply for a California barber license, you must meet three baseline requirements:
- Age 17 or older at the time of application.
- Completion of 10th grade (or equivalent — a GED counts).
- 1,000 hours of barber training from a BBC-approved barber school. Out-of-state training is reviewed case-by-case using Form B. Apprenticeship routes require 3,200 hours.
What SB 803 changed in 2022
Senate Bill 803, signed in October 2021 and effective January 1, 2022, reduced barber training hours and removed the practical examination for every license the Board issues:
- Training hours reduced from 1,500 to 1,000. Full-time students can now typically finish in 8–10 months.
- Practical exam eliminated. The Board states that the practical exam is no longer required for all license types. Barbers, like cosmetologists and estheticians, sit the written examination only.
Older guides — and some schools — still describe a barber practical. There is none; if a source says otherwise, it predates 2022.
What a California barber license covers
A California barber license authorizes you to perform the following services:
- Cutting, trimming, and shaping hair of the head
- Shaving and trimming the beard and mustache with a razor
- Facial massage and skin care services in the context of barbering
- Shampooing and conditioning the hair
- Coloring and chemical services on hair of the head
- Hair removal from the face and neck
A barber license does not cover nail services. For those, a separate manicurist license is required.

The California barber exam is a single written examination administered by PSI. There is no practical component.

Step-by-step: how to get licensed in California

Complete 1,000 hours at a BBC-approved barber school
Verify your school's approval on the BBC's school listing at barbercosmo.ca.gov. Full-time programs typically run 8–10 months. Apprenticeship route requires 3,200 hours under a licensed barber.

Submit your examination application
Apply online through the BreEZe portal or by mail. Include your Proof of Training (POT) from your school, two passport photos, and the $150 total fee ($100 exam + $50 license). Processing takes 8–12 weeks.

Receive your PSI candidate handbook and schedule the exam
Once the BBC approves your application, PSI sends a candidate handbook. Schedule the written examination at any available PSI center — allow 4–6 weeks between application and eligibility.

Pass the written examination
120 minutes, 95 multiple-choice questions. You'll see your pass/fail result on screen immediately at the test center.

Visit a California PSI location for your license
After passing the exam, visit a PSI location in California to have your photo taken and receive your physical license. You cannot legally practice until you have the license in hand — typically 2–4 weeks after passing.
Reciprocity: if you're already licensed in another state
California offers reciprocity for barbers licensed in other U.S. states. You may not have to sit the California exam if:
- You hold (or held) a U.S. state barber license — current or expired, both count.
- Your original state sends a license certification directly to the BBC at barbercosmo@dca.ca.gov or by mail.
- You submit a Reciprocity Application through BreEZe and pay the $50 reciprocity fee.
Confirm current reciprocity terms directly with the BBC before applying — whether the written exam is required of a reciprocity applicant depends on your original state's training hours and exam.
If you don't pass on the first try
California allows unlimited retakes of the written exam. Submit a Re-Examination Application and pay the appropriate fee — there's no waiting period.
Most candidates who don't pass struggle with infection control sequencing and chemistry — and safety and infection control is the largest domain on the paper, 31 of the 85 scored items, so it is where a retake is won.
License renewal in California
Your California barber license is valid for two years and expires on the last day of your birth month. Renewal is $50, and California requires no continuing education hours — just the renewal fee. You can renew up to 60 days before expiration through the BreEZe portal.
