Utah · Cosmetology / Barber License
Under SB 330 (effective January 1, 2026), Utah's cosmetology and barber licenses were consolidated into a single credential: the cosmetology license at 1,250 hours, whose holder "may be known as a cosmetologist or a barber" (58-11a-302.13(5)). NIC exams via Prov — 70% passing. Biennial renewal September 30 of odd years at $52. CE-free. Online-only applications from January 31, 2026.
Utah SB 330 (signed March 2025, effective January 1, 2026) significantly restructured Utah's cosmetology and barbering licensing. The previous barbering licence (1,000 hours) is not issued to new applicants after January 1, 2026 except students already enrolled; existing holders renew, and the 1,000-hour Master Barbering licence takes its place for new barbers. The cosmetology licence (1,250 hours) is the primary full-scope credential covering hair cutting, chemical services, hair removal, eyelash/eyebrow technology, basic esthetics, and nail technology. Individuals holding the cosmetologist/barber license may identify professionally as either a cosmetologist or a barber.
Utah sits the NIC examination in English. If you are studying in Spanish, you will still sit the paper in English — plan for that. Studying in another language is a study choice; the paper stays in English. The English NIC bundle is the edition built for the paper you will sit — the Spanish, Korean and Vietnamese editions carry the same blueprint in another language, which helps you learn and leaves the exam itself unchanged.
Utah uses NIC National Theory and Practical Examinations administered by Prov. NICPrep's cosmetology question bank is built from the NIC CIB — it is built from the NIC CIB, which is the exam this state uses. 70% passing on both (R156-11a-302a). Applications online only at dopl.utah.gov starting January 31, 2026. License displayed at practice location is required.
SB 330 established a formal apprenticeship pathway with the same hour requirements as school training: 1,250 hours for cosmetologist/barber (same as school). Apprentices require one-on-one direct supervision by a licensed cosmetologist/barber; supervisors cannot oversee more than two apprentices; programs must be completed within two years.

Utah · Master Esthetics
SB 330 closed the esthetics licence to new applicants after January 1, 2026. Two credentials replace it: the Master Esthetics license (1,200 hours) and a basic esthetics permit (200 hours). Master Estheticians perform advanced skincare, eyelash and eyebrow technology, body contouring and lymphatic massage, and cosmetic medical procedures including dermaplaning, microdermabrasion and chemical exfoliation (58-11a-302.18). NIC exams via Prov — 70% passing. Biennial renewal September 30 odd years. CE-free.
After January 1, 2026, the division may not issue a new esthetics licence (58-11a-302.23), except to students enrolled in a 600-hour esthetics programme or registered for an 800-hour apprenticeship on or before that date, who finish under the old rules; existing esthetics licences renew. Everyone else chooses between the 1,200-hour Master Esthetics licence (302.18; a licensed cosmetologist may count 600 hours toward it) and the 200-hour basic esthetics permit (302.11). Master Estheticians now have full supervisory authority over esthetics-only and makeup-only establishments.
Dermaplaning is listed in the Master Esthetics scope of practice at 58-11a-302.18(1)(a)(vii), effective with the bill on January 1, 2026. Utah · Barbering Permit
SB 330 (January 1, 2026) gives a new entrant to barbering two routes: the Master Hair Design / Master Barbering license (1,000 hours) — the full-scope hair credential, including chemical services, that succeeds the old barbering licence (58-11a-302.19) — and an entry-level Barbering Permit (130 hours) for haircuts, trims and shaving only (302.10). Both are separate from the 1,250-hour cosmetology licence, whose holder may be known as a cosmetologist or a barber. NIC exams via Prov — 70% passing.
The new Barbering Permit covers only basic barbering services: haircuts, trims, and shaving. It does not allow chemical hair services, coloring, or other cosmetology-scope services. If you want to offer chemical services, coloring, or the full cosmetology scope, you need the Cosmetologist/Barber License (1,250 hours). The Master Hair Design / Master Barbering license (1,000 hours, 58-11a-302.19) is the full-scope hair credential for a new barber; the old barbering licence is not issued after January 1, 2026 except to students already enrolled, and existing holders renew.
The licences are examined by NIC theory and practical exams via Prov at 70% (R156-11a-302a); the permits sit ICA permit exams. Apprenticeship pathway available for all levels with the same hour requirements as school (one-on-one supervision, max 2 apprentices per supervisor, 2-year completion limit).
